ACROSS PENNSYLVANIA FOR TODAY'S PRIMARY ELECTION, WITH REPUBLICAN AND DEMOCRAT VOTERS ALLOWED TO CAST BALLOTS, BUT NOT INDEPENDENTS.  WHILE THE GUBERNATORIAL RACES ARE UNCONTESTED AT THE TOP OF THE TICKET, REPUBLICAN VOTERS WILL DECIDE A COMPETITIVE PRIMARY FOR LIEUTENANT GOVERNOR BETWEEN JASON RICHEY AND JOHN VENTRE.          Williamsport City Council has approved measures to pave over 2 historic brick streets to improve winter safety and manage heavy industrial traffic. Asphalt will be laid on sections of First Street and Wayne Avenue, costing just $70,000 compared to a $500,000 full reconstruction. A 3rd brick location near Memorial Park will be preserved.          Construction is about to begin on a new 650-THOUSAND DOLLAR high-speed pump track at Williamsport's Shaw Place Park. City Council approved the Phase 1 contract with Artisan Skateparks to build the continuous asphalt looping circuit, which features hills and banked turns for local riders. Funded through a mix of state, county, and city grants, the new track will be built over the park's old softball field.
